A number of studies have explored the characteristics of adult learners in the college classroom, providing substantial but not unqualified support for the assumptions linked to the theoretical frameworks of adult learning and development described above.
To gain a better understanding of the factors influencing enrollment and persistence in adult education programs and what providers can do to improve program quality and access, this paper will • Examine who enrolls and does not enroll in adult education programs. • Identify specific subpopulations need-ing assistance with basic skills.

They have heightened expectations, less free time and, in many cases, very different needs.
